Parliamentary system necessary for mid-term election: Press Secretary

MALE, August 3, 2010 (HNS) – President Mohamed Nasheed believes that a legitimate mid-term presidential election can only be held by changing the government to a parliamentary system, Press Secretary Mohamed Zuhair has said.

“If we consider another option for an election, Speaker of the parliament will remain when the President and Vice President resign. So an election is possible after the parliament believes that the system of government must be be changed,” he told Haveeru.

According to article 124(b) of the constitution, in the event of the permanent incapacity, resignation, removal or death of both the President and the Vice President, and both offices becoming vacant at the same time, leading to an incapacity to carry out the duties of the President, until such time as a President and a Vice President shall be elected, the duties of both offices shall temporarily be carried out, in order of priority, by the parliament Speaker or by the Deputy Speaker, or by a parliament member elected by a resolution of the parliament, until successors in office are chosen.

Article 125(a) states that if both the office of the President and the Vice President become vacant at the same time, a presidential election shall be held within 60 days of both offices becoming vacant and appointments shall be made to both offices.

Press Secretary noted that a presidential election could be held according to an agreement with the opposition. Several issues are expected if an election is held within the 60 days stated in the constitution, he added.

President Nasheed earlier said he was ready for early elections if the opposition agrees to amend the constitution.
